All public records which are made, maintained, kept by, or possessed by the Office of the State Bank Commissioner shall be open for public inspection in accordance with the Kansas Open Records Act, K.S.A. 45-215 et seq. The General Counsel, Brock Roehler, has been designated as the Freedom of Information Officer (FOIO) for purposes of processing requests to inspect records.

Any person (“customer”) requesting to inspect a public record may make a request by appearing in person at the main office Monday through Friday (excluding state holidays) between the hours of 8:00 am and 4:00 pm. Requests may also be submitted by mail, fax, or email to:

All requests for records shall be made in writing with a certification that the requester will not use names and addresses obtained from the records to solicit sales or services. The “Open Records Request Form” may be used to satisfy this requirement.

Under ordinary circumstances, the OSBC will respond no later than the third business day following the date the request is received. If it is determined that a request cannot be met within that period, the agency shall give an explanation of the delay and indicate the anticipated earliest date the record(s) will be available for inspection. If a request for access to any record is denied, the FOIO shall provide, upon written request from the customer, a written statement of the grounds for denial. Depending upon the nature of the request, the FOIO may require advance payment for staff time.
