David Herndon is a banking executive with over 30 years of experience in all phases of community bank management including 22 years as President and Chief Executive Officer of a Kansas City, Kansas bank. In addition, he served as the Chief Operating Officer for his bank’s parent holding company. In that role he was responsible for all regulatory reporting and compliance matters and was instrumental in establishing a de novo bank for the holding company in 2000.
David began his banking career while a high school senior working part time as a paying and receiving teller with a Kansas City, Kansas bank. He ultimately earned his bachelor’s degree in Business Administration from Baker University. He also graduated from the Bank Administration Institute’s School Banking at the University of Wisconsin – Madison.
David has also held leadership positions in both professional and civic organizations. He served the banking industry as a director of the Kansas Bankers Association and was Chairman of KBA in 2008-2009, a time when the industry faced the huge economic challenges of the great recession. After his KBA Chairman’s term ended, David served as a director and board chairman of Banker’s Bank of Kansas.
David’s civic duties include serving on the Kansas Board of Indigent Defense Services including a term as Chairman of that board. He has been active in the Kansas City Kansas Area Chamber of Commerce where he earned the Civic Leadership Training Council d/b/a Leadership 2000 inaugural Distinguished Leadership Award. He was a member of the board of directors for the Shawnee Area Chamber of Commerce where he chaired several committees and was Chairman of the Board. His involvement with the Shawnee Chamber led that organization to award David a life membership to the organization. He is a member of the Shawnee Rotary Club where he serves as Foundation Secretary.
Tim Kemp joined the Office of the State Bank Commissioner in 2001. In addition to his current role as Deputy Bank Commissioner, Tim has served the agency in many capacities including Director of Examinations, Review Examiner, and as a Bank Examiner. As an examiner, he specialized in examination management, operations and loan review.
Originally from Pretty Prairie, Kansas, Tim enjoys a strong connection to agriculture. He helped on the family farm growing up and operated a large family farm and ranch in Butler and Reno counties. His ag operations included dryland and irrigated crops, a cow/calf operation and stockers. Tim’s children and family continue to be involved in agriculture.
Tim received his Bachelor of Science degree in business administration with an emphasis in economics from Bethel College, and attended Kansas State University. He is a graduate of the Colorado Graduate School of Banking.
In addition to his OSBC and agriculture production experience, Tim previously served as a district aide to former Congressman Dan Glickman.
Mike Enzbrenner began his career with the Office of the State Bank Commissioner (OSBC) – Consumer and Mortgage Lending Division (CML) as a Financial Examiner in 2002. Before being named to his current position as the CML Deputy Commissioner, Mike served the agency in many roles, including Review Examiner, Regional Manager, and Director of Examinations.
Mike has been involved at the national level with various organizations during his tenure at the OSBC. He is currently a member of the National Association of Consumer Credit Administrators (NACCA) Amendment Committee. He has also served on the NACCA Executive Committee in several positions including 1st Vice President and chair of the Continuing Education Committee. In addition, he completed a two-year term on the Conference of State Bank Supervisors (CSBS) Examiner Certification Committee.
Mike is a lifelong resident of northeast Kansas. He enjoys spending time with family and friends, traveling, and volunteering in the community. Prior to his tenure with the OSBC, Mike was a Special Agent with the Kansas Office of the Attorney General – Consumer Protection Division. He has a Bachelor of Science Degree in Criminal Justice from Washburn University.
